Most police motorcycles that you see being used by officers are big, touring type bikes. I believe that there are some that use enduro/ dual purpose types, but I'm not sure if there is a department in the US that uses crotch rocket / sport bike types. I guess it's possible I just haven't heard of it.
If you have a look, most are either Harley Davidson, or Bavarian Motor Works (BMW- just wanted to type out the long form haha).
They are large bikes and are much more comfortable than a sport bike. That is essential for a motorcycle cop because an officer may be required to ride for a long portion of his or her twelve hour shift.
These bikes also have large windscreens and offer protection from high winds and when riding in the rain.
Officers on motorcycles are also required to carry equipment and there is just not enough cargo space on a sport bike. The touring style bikes allow for larger saddlebags and often, there is another compartment on the bike for the officer's radio unit. Some manufacturers actually build motorcycles with law enforcement requirements in mind. After all, police motorcycles need the emergency equipment such as the lights and sirens.
Take a look at the video below. It shows a couple of NYPD motor units parked on the side. They really are gorgeous bikes (love the chrome !) and you can see when the officer sits down he's in a comfortable position. He's sitting upright and not leaned forward with lots of weight on his wrist, or on his stomach on the gas tank.
Harley Davidson makes a few different law enforcement models that Police Departments can purchase.
Take a look at the next video. It's a video of a Los Angeles Police Department bike. It's a BMW, and although it looks more sporty than the Harley Davidson, you can see that it is a sport touring bike rather than a straight cruising bike. The handlebars are a fair bit higher than the rider's seat and the rider will be sitting upright as well.
